Directions for Completing County Extension Director
Administrative Review

   

The form for evaluating the effective administrative performance of the County Extension Director (CED) consists of six areas which focus on the important performance dimensions inherent in carrying out the responsibilities and duties outlined in the CED position description. The six performance dimensions (policies and procedures, county program development and management, fiscal management, human resource management, office/facility management, and relationships and liaisons) and accompanying performance behaviors were identified and developed by Penn State Cooperative Extension staff, including county extension directors, county and regionally based staff and members of the administrative teams for the extension regions.

The performance of each CED should be evaluated using the performance terminology and ratings indicated below.

Exceeds Expectations (EE)–performance is at a level that clearly indicates the individual exhibits outstanding ability to carryout all behaviors listed within the performance dimension.

Meets Expectations (ME)–individual exhibits satisfactory performance of all behaviors listed within the performance dimension.

Partially Meets Expectations (PME)–performance is at a level below expectations for some behaviors associated with the dimension. Improvement is necessary.

Fails to Meet Expectations (FME)–overall performance of behaviors within this dimension fails to meet expectations and is unacceptable.

Do Not Know (DKN)–appraiser has little or no knowledge of the individual's performance behavior and is unable to provide a rating.

There is space within each of the dimensions for the rater to comment on performance behaviors being exhibited by the CED whose performance is being evaluated. If recommendations for improving performance are necessary, appropriate suggestions for training should be noted for future reference and periodic follow-up. After considering the behaviors listed under each performance dimension, the rater should indicate one response in the "rating" area which best describes an overall rating for that performance dimension.

In addition to the space provided for comments within each performance dimension, there is space at the end of this form for summary comments relating to overall performance of the County Extension Director.
